Cumulative payment of seed and feed aid for the same products is not permissible under Community rules; the applicable aid scheme is determined by actual end use. The United Kingdom's expenditure on seed aid was not incurred in accordance with Community rules and is not chargeable to the EAGGF. For sales of skimmed-milk powder and butter, in absence of Community rules, the United Kingdom was entitled to apply the exchange rate in force on the date the contract was concluded, per national law.
