Delays exceeding nineteen months in execution of binding judgments awarding housing subsidies to applicants constituted violations of Article 6 § 1 and Article 1 of Protocol No. 1. The Court rejected the Government's arguments regarding objective difficulties and the nature of the asset, finding the applicants' claims valid. The Court also held that it was not necessary to require applicants to exhaust new domestic remedies given the prolonged violations.
