RULING
I have considered this ex-parte chamber summons dated 28th September, 2013. I have considered the annextures thereto as well as submissions made by counsel. I do grant leave to commence judicial review proceedings as prayed. However I decline to grant a stay consequent to such leave. Counsel to file the main petition and serve respondent for hearing.
