The court held that the process leading to the applicant's removal as chairman did not comply with the requirements of section 24 of the CDF Act or the rules of natural justice. The evidence did not satisfactorily establish that the applicant was notified of or attended the meeting where his removal was discussed, nor that he was afforded a fair hearing.
