The delay in prosecuting the appeal and in filing the application for review was inordinate and not justified. The applicant's conduct amounted to indolence and was prejudicial to the respondent. The court held that the requirements for review and reinstatement of the appeal had not been met, and therefore, the application lacked merit and was dismissed.
