Ratio Decidendi

The High Court lacks jurisdiction to review or revise the decision of a court of concurrent jurisdiction, including its own previous decisions, except in limited circumstances such as resentencing under the Muruatetu guidelines where discretion was not exercised. The applicant, dissatisfied with the sentence imposed by another High Court judge, should have pursued an appeal to the Court of Appeal as provided by law. Entertaining the application would amount to the court arrogating itself appellate jurisdiction over a peer, which is not permitted by the Constitution or statute. Consequently, the application for revision is not merited and must be dismissed for want of jurisdiction.
