The deployment was an internal administrative action and did not convert the claimant's fixed-term contract into a permanent position. There was no written appointment as required by Section 67 of the County Government Act. The claimant's contract expired by effluxion of time, and there was no unfair termination. The court held that the claimant ought to have left office upon expiry of his contract unless it was renewed, which it was not. Therefore, the claim for unfair termination was not established and was dismissed.
