The High Court lacks jurisdiction to hear appeals from the IEBC Dispute Committee regarding nomination disputes because neither the Constitution nor any statute expressly confers such appellate jurisdiction. The silence of the relevant legal provisions on the right of appeal to the High Court from the IEBC Dispute Committee is conclusive. Furthermore, there is insufficient evidence that a formal complaint was filed and determined by the IEBC Dispute Committee, as no decision or proceedings from the Committee were attached to the appeal.
