The tribunal found that its jurisdiction is strictly limited to appeals arising from decisions of the County Education Board. In this case, there was no such decision; the exclusion of the appellant was waived by the County Director of Education, who verbally intervened and offered the appellant an opportunity for re-admission, which the appellant did not take up. As there was no formal decision by the County Education Board or the County Director of Education, there was no appealable decision under regulation 41 of the Basic Education Regulations, 2015. The tribunal therefore lacked jurisdiction to determine the matter, rendering the appeal nugatory and subject to dismissal.
