The approval was unlawful because the county processed and approved the change of user before the 14-day newspaper notice period expired, before the objection period ended, and without proving that the appellant’s timely objection or the on-site notice requirements were properly considered and complied with; the appellant, as an immediate neighbour sharing a structural interdependence with the subject plot, was entitled to more deliberate participation, so the approval had to be set aside.
