The court found that the applicant failed to provide a satisfactory explanation for the inordinate delay of nearly one year in filing the record of appeal. Although the applicant claimed the delay was due to late supply of the certified ruling, evidence showed that the ruling was available to the parties as early as 27th April 2018. The applicant did not provide any material, such as a letter from the court registry, to support his claim of delayed supply. Furthermore, the delay in obtaining the order was also unexplained.
