The panel of elders and the Senior Resident Magistrate's Court lacked jurisdiction to determine disputes involving title to registered land, as such matters were expressly excluded from their mandate under the Magistrates' Jurisdiction (Amendment) Act 1981. The dispute was improperly referred directly to the panel of elders without a court order, and the subsequent proceedings and award were therefore null and void.
