The court found no error apparent on the face of the record that would justify review. Furthermore, the application for review was filed after an unexplained and unreasonable delay of nearly eight months, which in itself was a ground for dismissal. The proper remedy for challenging the exercise of discretion in awarding costs is by way of appeal, not review. Accordingly, the application for review was declined.
