The recommendation, having not been challenged or set aside, is binding and has the force of law. Although there is no express statutory provision for the adoption and enforcement of such recommendations as court decrees, the court has inherent jurisdiction and statutory power under Section 13(7) of the Environment and Land Court Act to enforce the recommendation.
