The administrative transfer of the file to the Magistrate's Court was lawful following statutory amendments, and there was no evidence that the applicant was sidelined in the administration. Although there was delay in winding up the estate, this alone did not meet the threshold for revocation as the delay was partly attributable to the protest proceedings in which the applicant participated.
