The High Court lacks jurisdiction to grant orders directing the Land Registrar to dispense with the production of a title deed or to replace a lost title deed in the context of land transmission under a confirmed grant. The statutory procedure under the Land Registration Act and Land Act requires the applicant to first apply to the Land Registrar for dispensation or replacement, and only if aggrieved by the Registrar's decision may the applicant seek judicial review.
