The court found that the applicants had provided a stable, loving, and supportive environment for Baby D M since August 2012. The child had bonded well with the applicants and their family, and removing him from this environment would be detrimental to his development. The statutory reports from the guardian ad litem and the Children’s Officer were positive, confirming the suitability of the applicants. The biological parents could not be traced, and the court was satisfied that their consent could be lawfully dispensed with under section 159 of the Children Act.
