The court held that although the applicants met all legal and social requirements for adoption and the application was motivated by the best interests of the subject, the law only permits adoption orders to be made in respect of a child, defined as a person under 18 years. Since the subject attained the age of majority during the pendency of the proceedings, the court could not grant the adoption order. The relevant date for determining eligibility is the date of the order, not the date of filing. The court has no power to enlarge time or apply the order retrospectively.
