Only the Rules Committee and the Chief Justice have the authority to issue binding procedural rules or prescribe forms, not the Senior Deputy Registrar. Limited grants ad colligenda bona are exempt from gazettement, but all other limited grants, including those for the purpose of filing suit (ad litem), should be gazetted and require the consent of all beneficiaries.
