The Applicant failed to strictly prove compliance with Section 21 of the Government Proceedings Act because there was no adequate proof that the certificate of order against Government and the related documents were served on the Attorney General as required, including the mandatory delivery receipt for electronic service. The constitutional prayers were also incompetent in judicial review proceedings. As a result, the motion was premature, incompetent and misconceived, and was struck out.
