The Respondent failed to demonstrate that the Claimant's representations were considered or that the charges against him were tested. The decision to terminate was made before the scheduled hearing, rendering the process both substantively and procedurally unfair. The Claimant was also not paid house allowance, and there was no evidence that his salary was consolidated to include it. The court therefore awarded compensation for unfair termination, notice pay, salary arrears, and house allowance.
