Delay in obtaining certified copies of proceedings and judgment did not constitute a material fact of a decisive character outside the applicant's knowledge as required by section 27(2) of the Limitation of Actions Act. The applicant was not prevented from filing suit within the limitation period, as criminal and civil proceedings can run concurrently. Therefore, the application for extension of time was misconceived and amounted to an abuse of the court process, as the cause of action was already time-barred under section 4(2)...
