The Board of CMA, which had the ultimate authority to impose sanctions, did not provide the petitioner with a reasonable opportunity to respond to the Committee's findings or to defend himself against the charges that formed the basis of the enforcement action. The notices and correspondence sent to the petitioner related only to the investigatory stage and did not constitute adequate notice...
