Specifically, the simultaneous issuance of the interdiction and notice to show cause was contrary to the prescribed procedure, which requires that a show cause letter precede any interdiction and that the supervisor (in this case, the 1st Respondent) must issue such letters. The letter of 20th November 2020, although signed by the Acting Executive Director, failed to separate the two processes and did not specify a time limit for the interdiction, as required by the Manual.
