The DPM Circular No. 5 of 1992 did not apply to the appellant as he was not a mainstream civil servant but an employee of a parastatal. The appellant was not entitled to pension benefits for the period 1975 to 1980, as his employment with the Institute commenced in 1980 and the Institute did not exist prior to that date.
