Ratio Decidendi

Regarding accrued leave, the court held that, under the relevant wage regulations, leave cannot be accumulated except in special circumstances with mutual agreement, which the claimant failed to demonstrate. The court therefore limited the award to cash for 24 days of leave for the last 12 months of service, based on the claimant's undisputed salary, and dismissed the remainder of the claim.
