Ratio Decidendi

The court held that the application for leave to apply for an order of certiorari was filed more than four years after the decisions sought to be quashed were made, far exceeding the statutory six-month limitation period prescribed by Order 53 Rule 2 of the Civil Procedure Rules and Section 9(2) of the Law Reform Act. The court emphasized that this limitation is statutory and cannot be enlarged by the court. As such, the application was hopelessly out of time and could not be entertained.
