The Environment and Land Court does not have jurisdiction, either under the Constitution, the Law of Succession Act, or the Environment and Land Court Act, to issue full or limited grants of letters of administration. The court's jurisdiction is strictly limited to environment and land matters, and succession matters, including the issuance of grants of representation, are reserved for the High Court and Magistrate's Courts. As such, the application for the issuance of letters of administration ad-litem and the subsequent substitution of parties is incompetent before this court.
