Ratio Decidendi

The court held that the certificate of taxation issued by the taxing officer had not been set aside, altered, or appealed against, making it final as to the amount of costs covered. The respondent did not dispute the retainer or oppose the application, and the requisite period from delivery of the bill had lapsed. The applicant was therefore entitled to judgment for the certified sum, together with interest at 14% per annum from the date of the certificate until payment in full, as well as costs of the application. The court allowed the application and entered judgment accordingly.
