The Plaintiff did not obtain Letters of Administration nor involve his siblings in the succession process, instead misleading the Minister to register the entire parcel in his name based on the false assertion that he was the only beneficiary. The dispute before the Minister concerned only a portion of the land, not the whole, and the Minister's order to register the entire parcel in the Plaintiff's name was therefore erroneous.
