The jurisdiction to deal with matters of taxation, including granting leave to respond to a Bill of Costs, is exclusively vested in the Taxing Officer. The High Court can only intervene by way of reference after the Taxing Officer has rendered a decision. Since the taxation process was still pending before the Taxing Officer and no reference or appeal had been filed, the court had no authority to intervene or grant the orders sought.
