The Act establishes the Public Procurement Administrative Review Board as the first forum for grievances arising from procurement processes, and only after its decision can a party move to the High Court. The court found that the applicants had not obtained any decision from the Review Board, and thus there was no basis for the High Court to exercise jurisdiction.
