The Court of Appeal held that once a Judge has determined an application regarding security for costs and extension of time, the Deputy Registrar is divested of jurisdiction to revisit or vary such orders. The issues of security for costs and extension of time had already been fully litigated and conclusively determined by Onyancha J, and the appellant failed to comply with the conditional orders granted. The subsequent application before the Deputy Registrar seeking to relitigate the same issues was therefore res judicata.
