Section 9 of the Advocates Act is clear that only advocates with a valid practicing certificate are qualified to practice and file documents in court. The applicant's counsel failed to provide evidence of having applied for or obtained a practicing certificate. Allowing such pleadings to remain on record would undermine the statutory requirements and the integrity of the legal profession.
