The requirements of section 33 of the Prevention of Terrorism Act for extended detention were not met, as there was no written application or service on the applicant. The court held that pending investigations and the need for further interrogation do not bar the police from interrogating an accused person while out on bond, provided proper procedures are followed. The seriousness of the charge and public interest, without more, do not justify denial of bond. The applicant was therefore entitled to bond on reasonable terms.
