The applicant failed to provide any new or important matter or evidence to justify review, nor did he provide sufficient particulars or proof regarding the proposed security by way of title deed or bank guarantee. The application was therefore misconceived and without merit, and the court declined to exercise its discretion in favour of the applicant.
