The Provincial Appeals Tribunal further erred by conducting a retrial instead of determining the appeal by submissions, as required by law. Additionally, the appeal before the Provincial Appeals Tribunal was incompetent because it was filed in the name of a deceased person without proper substitution or grant of representation. Consequently, both tribunal awards were set aside for want of jurisdiction and procedural impropriety.
