The dispute in this suit raises the question as to whether the parcels contained in the titles held by the plaintiffs relate to a road reserve. The existing parties to this suit are in agreement that the National Land Commission and the Attorney General are necessary parties and should be joined to the suit. 2. Secondly, vide an application dated 9/4/2026, the applicant in the said application seeks to be joined as a plaintiff in the suit. The application is not opposed. 3. The court takes the view that besides the National Land Commission and the Attorney General, the two Cabinet Secretaries responsible for Lands and Roads, respectively, are necessary parties. 4.
