The Tribunal held that the Jubilee Party constitution clearly vests the power to convene NEC meetings in the Secretary General or Party Leader, and there was no evidence that the Secretary General was absent or refused to act. The notice convening the NEC meeting of 10th February 2023, issued by the Deputy Secretary General, was therefore unauthorized and in breach of the party constitution.
