The High Court lacks jurisdiction to review or alter its own previous decision on sentence where the petitioner has already appealed and sought resentencing before the same court, and both were dismissed. The principle of concurrent jurisdiction prohibits a judge from reviewing or sitting on appeal over a decision of another judge of equal rank. The proper recourse for the petitioner, after dismissal of his appeal and resentencing application, was to approach the Court of Appeal, not to file a fresh application before the same High Court.
