The garnishee failed to provide sufficient and convincing evidence of a valid lien or security interest over the funds in the judgment debtor's accounts. The only documentation produced by the garnishee was an internal memorandum, which did not constitute a binding agreement or evidence of a lien. The court held that the funds in the accounts belonged to the judgment debtor and were available for attachment to satisfy the decree. Consequently, the garnishee was ordered to pay the decretal sum from the attached accounts to the applicant's advocates.
