1. I have gone through the undated Chamber Summons application (undated) seeking leave to appeal out of time. Since the appellant is in prison, I consider the omission to be a mere procedural technicality. I find the application merited and grant leave to the appellant to appeal out of time.
2. The appellant shall file his petition within 14 days of April 20, 2023.
