Ratio Decidendi

The plaintiff did not obtain the mandatory consent of the Adjudication Officer before filing the suit. Section 30(1) of the Act expressly ousts the court's jurisdiction to entertain civil proceedings concerning interests in land under adjudication unless such consent is obtained or the adjudication register is finalized. The court, therefore, lacked jurisdiction to hear the matter. Consequently, the interim orders previously granted were vacated, and the suit was struck out with costs to the defendant.
