More critically, after receiving the proceedings on 17th December 2018, the applicant did not explain the subsequent delay of approximately 68 days before filing the application for extension. The court held that the onus was on the applicant to satisfactorily explain the entire period of delay. In the absence of such explanation, the delay was deemed inordinate.
