The Tribunal determined that its jurisdiction is strictly limited to disputes arising from a landlord and tenant relationship as defined under the Landlord and Tenant (Shops, Hotels and Catering Establishments) Act (Cap 301). The evidence showed that the applicants never took possession of the premises and thus no tenancy relationship ever commenced. Without such a relationship, the Tribunal lacks jurisdiction to entertain the dispute.
