The Staff Affairs Committee, after a full hearing, imposed disciplinary sanctions short of dismissal, and its decision was final according to the Human Resource Manual. The subsequent intervention by the Full Council, resulting in the Claimant's dismissal, was not supported by the disciplinary procedure and amounted to double punishment for the same offence.
