The 1st defendant, however, transferred the property to the 2nd and 3rd defendants in collusion with the Land Registrar, despite the plaintiff holding the original title. The Land Registrar failed to follow statutory procedures for issuing a duplicate title, as there was no evidence of a report of loss, advertisement, or gazettement.
