Ratio Decidendi

The High Court lacks jurisdiction to revise or revisit its own decisions or those of judges of concurrent jurisdiction in criminal matters. The statutory and constitutional powers of revision and supervisory jurisdiction are expressly limited to subordinate courts. The applicant's recourse for challenging the sentence lay in an appeal to the Court of Appeal, not by way of revision before the High Court. Having withdrawn his appeal in the Court of Appeal, the applicant cannot return to the High Court for revision, as the court is functus officio. The application is therefore without merit and must be dismissed.
