The court found that the applicants had not been furnished with the Taxing Officer's ruling and reasons as required by Rule 11(2) of the Advocates (Remuneration) Order, making it impossible for them to lodge a proper and effective reference. As such, there was no competent reference before the court upon which it could set aside or interfere with the Taxing Master's decision. However, the court recognized that the delay in obtaining the ruling was not the applicants' fault but was due to the civil registry's failure to supply the ruling despite repeated requests and payment.
