Additionally, the applicants did not file or serve a request for proceedings, and thus were not entitled to exclude time for preparation of proceedings in computing the period for filing the record of appeal. The statutory period of 60 days from the date of filing the notice of appeal had lapsed, and there was no basis for the Court to exercise its discretion to extend time.
